AHEAD of the December 4 date, which the All Progressives Congress (APC) has tentatively scheduled for its primaries, a draft of the party’s guidelines for nomination of public officers in the 2015 elections was made available to The Guardian yesterday.
Although the party is yet to officially release the guidelines to the public, it was learnt from reliable sources that the party would adopt secret balloting system for the primaries.
For the presidential candidates, primaries shall comprise of an Electoral College, comprising of all statutory delegates to the National Convention and three elected delegates, out of which one shall be a woman from each of the Local Government Areas of the federation.
The guideline stipulates that members shall vote by secret ballot at a special national convention, which shall be convened for that purpose, collation of results shall be made and the winner announced accordingly.
For governorship primaries, an Electoral College comprising of 12 principal officers of the Ward Executive Committee from chairman, vice-chairman, secretary, women leader, youth leader, organizing secretary, treasurer, legal adviser, publicity secretary, welfare secretary, auditor and financial secretary.
The delegates shall also include all members of the Local Government Executive Committee from all the Local Government Areas in the state, all members of the State Executive Committee, all members of the National Executive Committee from the State, all members of the Board of Trustees and National Caucus from the state, all elected persons from the state and all other statutory delegates to the national convention.
Members shall vote by secret ballot at the state capital and the winner announced accordingly.
For the House of Assembly primaries; an Electoral College comprising of all members of the ward, Local Government, state and national executives, all elected members of the party and all other statutory delegates to the National Convention from the constituency.
For National Assembly primaries; an electoral college comprising of all members of the Ward Executive from the Federal Constituency and Senatorial Zone.
•All Members of the Local Government Executive Committee from the Local Government Areas in the Federal Constituency/ Senatorial Zone.
•All Members of the State Executive Committee from the Federal Constituency/ Senatorial Zone.
•All Members of the National Executive Committee from the Federal Constituency/ Senatorial Zone.
•All Members of the Board of Trustees and National Caucus from the Federal Constituency/ Senatorial Zone.
•All Elected Persons from the Federal Constituency/ Senatorial Zone.
•All Other Statutory Delegates to the National Convention.
Meanwhile, the Lagos State chapter of the Peoples Democratic Party (PDP), has told the APC to steer clear of its primaries scheduled to commence in the 40 state constituencies, which commenced today.
This is just as the party has reiterated concluded arrangements and level playing ground for all its aspirants.
In a statement yesterday, PDP spokesman, Taofik Gani said the PDP, intelligence reports have it that the APC in Lagos State has contracted some thugs to pretend as PDP members at some selected venues of the primaries.
The contracted thugs are to provoke violence at those venues and thereby unleash injuries on innocent PDP members whilst the image of the party is soiled. The party has however vowed to arrest any agent provocateur in any disguise.
